( Direct Admission for Students Abroad )
Ed.CIL has been
designated as the 'Coordinating agency and Single Window facility' for the
direct admission of eligible Foreign Nationals / Persons of Indian Origin (PIOs)
/ Non-Resident Indians (NRIs) to undergraduate engineering programs offered by
the National Institutes of Technology (formerly Regional Engineering Colleges)
and other centrally funded institutions (other than IITs) and Punjab Engineering
College, Chandigarh, under the Direct Admission of Students Abroad (DASA)
Scheme. The institutions covered under this scheme are known for providing
quality education in Engineering and technology. All these institutions have
reasonably good facilities for accommodation, sports and extra curricular
activities.

SPDC-Scholarship Programme for Diaspora
Children
( This is general
information for the year 2009-2010. Please refer the respective year application
for more info)
1.The Ministry of
Overseas Indian Affairs, Government of India, introduced a Scholarship Programme
for Diaspora Children (SPDC), in the academic year 2006-07, for wards of Persons
of Indian Origin (PIOs) and Non-Resident Indians (NRIs) to assist them in
pursuing Higher and Technical Education in India.
Educational Consultants India Limited (Ed.CIL), a Government of India
Enterprise, has been designated as the Nodal Agency for implementation of the
Programme.
This Information Booklet details the Programme for admission into designated
institutions and courses, for the academic year 2009-10.
2. SCHEME
The SPDC is applicable for undergraduate studies in Professional and General
Courses (except Medical and related courses). Assistance provided under it shall
comprise of financial assistance primarily towards tuition fee, admission fee,
and post admission services as mentioned herein after.
The Programme is applicable to Indian Diaspora from 40 select countries, having
larger concentration of Persons of Indian origin, as mentioned at Appendix-A.
For the purpose of the SPDC, the definition of Indian Diaspora shall comprise of
PIOs as specified Appendix-B and NRIs.
Scholarship shall be provided to 100 selected students as per the following
distribution:
Non-Resident Indians (NRIs) - 50 (Fifty)
Persons of Indian Origin (PIOs) - 50 (Fifty)*
[* In case of non-availability of suitable PIO candidates, the unfilled slots
could be offered to NRI candidates.]
3. ELIGIBILITY CRITERION FOR ADMISSION
3.1 Date of Birth:
The SPDC is open for applicants in the age group of 17 to 21 years as on 1st
October 2009. In other words, applicants born on or after October 1, 1988 and
before October 1, 1992 are eligible to apply for it. Date of birth as recorded
in the Secondary Education Board/ University Certificate of Class X or
equivalent, or as mentioned in a certificate for this purpose issued by
appropriate Government Authorities of respective countries will be taken as
authentic for this purpose.
3.2 Residence:
Applicants must be (i) a Person of Indian Origin (PIOs) and a citizen of a
country listed in the Appendix-A, or (ii) an Indian National studying abroad.
The Indian Nationals must have had at least 3 (Three) years of education in
foreign countries listed in Appendix-A during the last 6 (Six) years and must
have passed the qualifying examination inclusive of 11th and 12th standard or
equivalent, (not beyond), from countries listed in Appendix-A.

3.3 Academic Qualification:
Applicants must posses the following academic qualification:
Qualifying Examination: He/she must have passed the Senior Secondary (10+2)
or equivalent examination from a system of education as recognized by
Association of Indian Universities (AIU) with requisite subjects.
Minimum Marks in Qualifying Examination: He/she must have secured a minimum
of 60% aggregate marks or 6.75 CGPA on a 10-point scale or equivalent grades in
aggregate of all the subjects in the qualifying examination.
Subjects of Study in Qualifying Examination He/she must have studied the
prescribed essential subjects at qualifying examination level to pursue a
particular course of study. Details of Institutions and Courses offered are as
given at Appendix-C.
Applicants who have appeared or will be appearing in the qualifying
examination in March/April 2009 can also apply, if they are otherwise eligible.
Such candidates will, however, be admitted to the Institute only if they are
able to produce all the required testimonials to EDCIL by 10th June, 2009 and
have, otherwise, been selected based on the Common Entrance Test.
It shall be the responsibility of the applicants to ascertain whether they
meet the requisite criterion for admission. Having been called for written test
would not necessarily mean acceptance of the eligibility. Eligibility of
applicants, in doubtful cases, would be decided by Ed.CIL in consultation with
the Ministry of Overseas Indian Affairs.
PIO/NRI Students already studying in India on a self-financing basis or under
any other arrangement will not be eligible under this scheme. The scheme is open
only for fresh admissions in the undergraduate courses i.e. beginning first
semester/academic year.
3.4 Income:
In case of NRI students, the monthly income of the family of the applicant
should not exceed an amount equivalent to US $ 2250/- (US dollars two thousand
two hundred and fifty only).
The applicants would have to provide a certificate to this effect in the format
given at appendix ‘D’ which should be duly countersigned by his parent/Guardian,
as applicable.
4. FURNISHING OF FALSE INFORMATION/DECLARATION
In the event of any information, certificate, or declaration, as furnished by an
applicant, is subsequently found to be false and furnished willfully to hide
material fact(s), the grant of scholarship to him/her will be withdrawn
forthwith and no further correspondence will be entertained on this matter. The
decision of MOIA would be final in this regard.
5. SHORTLISTING & SELECTION PROCESS
Short-listing and Selection Process will be based on a Common Entrance Test,
which will be held on Sunday, 26th October 2008 at designated centres in the
respective countries. The venue and timings of the examination will be displayed
on the Ed.CIL’s website www.edcil.co.in; www.educationindia4u.nic.in .

The medium of Common Entrance Test shall be English.
The short-listed/selected candidates, on the basis of (i) scores obtained in the
written test and (ii) fulfillment of the eligibility criterion shall be admitted
to the scholarship scheme and shall be eligible for assistance as per the
scheme.
List of short-listed candidates will be available on Ed.CIL website on 28th
November 2008.
6. COMMON ENTRANCE TEST
The Common Entrance Test will be of ‘objective type’ and of 2-hours duration. It
will consist of the following subjects:
English Language
Reasoning Ability / Quantitative Aptitude, and
General Awareness
The general standard of the examination will be that of 12th standard of Indian
education system (CBEC).
7. PLACEMENT
The cases of eligible students short-listed on the basis of Common Entrance Test
and who convey their acceptance through fax/e-mail/post and send a demand draft
of US $ 350 (refundable/adjustable) so as to be received by Ed.CIL within 7
days, along with the required testimonials, shall be forwarded to three/four
institutions providing desired course of study. The institutions will examine
the eligibility of candidates for admission and provisional admission offer
letter would be issued through Ed.CIL.
The provisional admission offer, along with the prescribed fee structure,
documents required and tentative date of reporting at the institution shall be
conveyed to the student by Ed.CIL through fax or e-mail. The student or his/her
parents/guardian shall be required to send the difference in fee prescribed and
the scholarship admissible towards IEC, by way of a demand draft payable to
Ed.CIL immediately on receipt of the communication. Failure to comply with this
provision may result in withdrawal of the offer and cancellation of scholarship.
Decision of the institutions considering admission shall be final with regard to
eligibility for the admission.
8. FINANCIAL ASSISTANCE
(a) In the First Year: Partial scholarship to the extent of 75% of the total
Institutional Economic Cost (IEC) subject to a maximum of US $ Three thousand
six hundred (US$ 3,600) per annum could be made by the Ministry of Overseas
Indian Affairs, Government of India to the applicants selected for the SPDC. IEC
includes Tuition fee, Hostel fee & other institutional charges etc.
(b) For Second and Subsequent Years: The parameters for continuation of
scholarship to selected applicants for the second and subsequent years of study
are as follows:
(i) Students securing 50% marks in aggregate in an academic year with clear pass
marks in all subjects of study, would be eligible to receive the maximum
admissible scholarship i.e. 75% of IEC or US $ Three thousand six hundred (US$
3,600), whichever is less, in the following year of study.

(ii) Students who secure less than 50% marks in aggregate in an academic year
and have obtained clear pass marks in all subjects of study, would be eligible
to receive 90% of the scholarship admissible under paragraph 8(b)(i) above, in
the following year of study.
(iii) Student who could not secure clear pass marks in all subjects but have
been promoted by the Institute/University to the next academic year would be
eligible to receive 50% of the scholarship admissible under paragraph 8(b)(i)
above in the following year of study.
(iv) Students who have not been promoted to the next academic year would not be
eligible for grant of any further scholarship.
9. DISBURSEMENT OF SCHOLARSHIP
Admissible amount of scholarship shall be remitted by Ed.CIL directly to the
concerned Institute/University along with the balance fee deposited by the
student or his/her parents/guardian with Ed.CIL on the annual basis. Each
selected student shall be required to pay the balance fees to Ed.CIL in advance
on yearly basis.
10. ASSISTANCE PROVIDED BY Ed.CIL
Educational Consultants India Limited (Ed.CIL) is the Nodal Agency for the
implementation of this scheme and will provide following assistance required
before and after the admission. Each student admitted to the Scholarship
Programme shall be provided assistance as follows:
Scholarship:
Scholarship, as specified in paragraph 8 above, would be administered by MOIA
through Ed.CIL.
Please note that the total expenditure likely to be incurred in pursuing various
courses of study would be higher than the above scholarship. The expenses in
excess of the assistance provided by MOIA shall have to be borne by the
Candidate or his/her parents/guardians. It is in their interest to ensure that
they have the adequate financial resources to meet these expenses for the entire
period of study.
Admission Assistance:
The short-listed candidates will be offered admission in the desired course of
study in one of the institutions listed at Appendix-C.
While a student may have indicated his/her preference for a particular course of
study, the particular institute/University to which he/she would be admitted
would be decided by Ed.CIL, keeping also in view the marks obtained by him/her
in the Common Entrance Test. The decision of Ed.CIL in this regard shall be
final and binding.
11. COURSES OF STUDY AND INSTITUTIONS

Details like eligibility requirement, subjects offered etc. is given at
Appendix-C. The institutions at which these courses are available under the
programme, are given at Appendix-C.
Students can indicate their choice of institute for study in order of their
preference. Though efforts will be made to accommodate the choices indicated by
the students as far as possible, no assurance/commitments are made in this
regard. Students will have to accept the institute finally allocated to them.
12. SUBMISSION OF APPLICATION FORM
12..1 Submission of Application Form:
(i) The prescribed Application Form is available at the end of this Brochure.
Candidates are required to submit the Original Application Form (Hard copies
only), complete in all respects to The Project Manager (SPDC), Educational
Consultants India Limited, P & S Division Ed.CIL House-18-A, Sector-16-A,
NOIDA-201 301, UP, (India), latest by 9th September 2008. Applications received
after 9th September 2008 shall not be considered and shall be summarily
rejected. Applicants are advised to send their applications sufficiently in
advance (after considering transit/postal time etc.) so as to ensure its
delivery at Ed.CIL House, Noida in time. Ed.CIL shall not be responsible for any
postal delay.
(ii) Eligible candidates who have appeared/are appearing for the qualifying
examination in 2009 can also apply by submitting the completed Application Form
and other documents (except for the results of qualifying examination). However,
these candidates are required to submit the authenticated transcripts of all
marks/grades secured in the qualifying examination, to reach Ed.CIL latest by
10th June 2009. The applications of students who fail to submit his/her results,
for any reason whatsoever, by the prescribed date, shall be liable to rejection
without any notice.
Note:
1. The authenticated transcripts of all marks/grades secured in the qualifying
examination should be attached with the application form. The mark sheets
downloaded from Internet can also be submitted along with details of Roll No.
allotted for appearing in the qualifying examination, name of Examining Board
and the URL of the Examining Board's Website from which it has been downloaded,
for advance information.
2. In the case of Indian Nationals, the qualifying examination 10+2 or
equivalent (inclusive of 11th and 12th standard) should have been passed from
any country listed at Appendix-A only. Documentary evidence must be enclosed
with the application.
3. In the case of PIOs, documentary evidence of PIO/OCI Status must be enclosed
with the application.
4. The marks obtained by the candidates in improvement/compartment examination
shall not be considered.
5. Incomplete/illegible applications in any respect would be summarily rejected
without any communication to the candidates.
6. Self attested certification for family income should also be enclosed.

13. MISCELLANEOUS INFORMATION
13.1 Visa Status:
All selected Persons of Indian Origin (excluding OCIs and PIO Cardholders) must
obtain a valid student visa issued by the Indian Missions abroad. The visa can
be obtained by producing the provisional admission offer letter received from
Ed.CIL/ respective Institute at the Indian Missions located in the respective
country.
13.2 Medical Examination:
The candidates, in their own interest, are advised to ensure that they are
medically fit to pursue the prescribed course of study. The candidates may be
required to submit the Medical Certificate from an Authorised Medical
Practitioner including a Human Immuno Deficiency Virus (HIV) free certificate
from any of the World Health Organisation collaborating laboratories in their
home country. Alternatively, the Candidates may be required to undergo a Medical
Fitness Test at the time of reporting at concerned Institute. Please note that
if the Candidate is not medically fit, his/her admission is likely to be
rejected.
13.3 Reporting at the Institute
The academic session at each institute begins in the month of July/August. The
details regarding the documents/certificates to be carried, date of reporting at
the Institute etc. shall be posted on Ed.CIL website: www.edcil.co.in/www.educationindia4u.nic.in
during first week of July 2009. Candidates selected for admission are required
to report to the Institute as per the details to be given in the Website and
take up admission as allotted to them.
13.4 Accommodation
Institutes have hostel facility and students may be required to reside in the
campus. The hostels for boys and girls are self-contained with amenities such as
reading room, dining hall, etc. Residents must abide by the rules and
regulations as may exist and are prescribed by the Institute from time to time.
13.5 Medium of Instruction
English is the medium of instruction at all the Institutes.
14. INSTRUCTIONS TO COMPLETE THE APPLICATION FORM
Please read carefully, the instructions given in this section before filling the
application form. To avoid mistakes, you may complete the entries item-wise,
first on a plain paper and, after proper scrutiny, transfer the same to the
application form.
• The application form must be filled in ENGLISH and should be typed or written
in CAPITAL LETTERS legibly. Application forms, filled in languages other than
English, will be rejected.
• Note that ONLY one application is necessary. However, if you submit more than
one application, you must clearly mark all, except the original application,
with the word

DUPLICATE’ at the top in red ink. All information including photographs in all
the forms must be identical. Any violation of these instructions may invalidate
your application.
• Applicants must ensure that they fulfill all the eligibility requirements for
admission, i.e., education, age, residence and physical fitness, etc. If an
applicant is found ineligible at any later date, the admission will be
cancelled. All admissions are subject to verification of facts from the original
certificates / documents and satisfactory physical fitness as certified by the
Medical board constituted by the Institute concerned.
• Affix your recent photograph (4.5 cm x 3.5 cm) in the appropriate place in the
application form. Please sign across the bottom part of the photograph.

10. Details of Qualifying Examination
Read carefully item No. 4 under ‘Eligibility for Admission' of this Information
Brochure and give the necessary details of the qualifying examination. In case

12. Desired Courses / Subjects of Study
For details regarding the courses offered by various Institutes, candidates
might refer to the table enclosed at Appendix-C.
Indicate your desired course/subjects of study in order of preference, in the
space provided in the application form. For example, if your first choice is
Computer Science and Engineering, you should write the course in the table as
per your order of choice. You are allowed to fill upto 5 choices.
After submission of the application form, requests for additions and deletions
of your choices for Courses will NOT be entertained.
Therefore, it is advisable to fill all the 5 choices for the desired courses /
subjects of study.
13. Desired Institute
Indicate your choice of Institute for study in order of preference. The option
is being asked only to look at student’s preferences. Though efforts will be
made to accommodate the choices indicated by the students as far as possible,
however no assurance/commitments are being given in this regard. Students will
have to accept the institute finally allocated to them.
